Sagen was a pastor and member of the Luther church council. He received his bachelor’s degree from Luther College in 1874. After graduating from Concordia Seminary, he was ordained in 1879. He was also the president of the eastern district of the Norwegian Lutheran Synod.

Sagen var født i Koshkonong. Han tok bachelorgraden ved Luther i 1874. Etter å ha gått ut fra Concordia Seminary ble han ordinert i 1879. I noen år (på 1880-tallet) var han Korens assistent i menigheten på Washington Prairie. Han var også president for det østlige distriktet til Den norsk-lutherske synoden (1903-1907). Han grunnla La Crosse Luth. Hospital, 1902.
