Ottesen immigrated to the U.S. in 1852.  With Nils Brandt, he met with local Lutherans and heads of Lutheran schools to inquire if establishing a “Norwegian chair in theology”, in the form of Luther College was possible and profitable.  He was a pastor in Koshkonong, Wisconsin from 1862 to 1891, and the Luther College pastor from 1894 to 1896.

Ottesen var født i Fet, Nedre Romerike. Han utvandra til Amerika i 1852. Sammen med Nils Brandt holdt han møter med lokale lutheranere og ledere for å finne ut om det å grunnlegge et norsk-amerikansk lærested i form av Luther College ville være mulig og lønnsomt. Han var prest i Koshkonong i Wisconsin fra 1860 til 1891 og prest ved Luther College fra 1894 til 1896. Han var en av de sju prestene som grunnla Den norske synoden i 1853.
